I have a 2002 Jetta GLS 2.0 with the exact same problem. RPM limited to 3100 and won't go over 68-69 mph. Certainly someone on here has had this problem. I found your thread/question but I'm shocked to see no replies.

Did you ever figure this out and what did you do to fix the problem? Thanks for any help.

I just recently had this problem on my 2005 2.0 bev and had the cam position sensor replaced while I was getting the timing belt/water pump kit installed. Problem is gone. I replaced the catalytic convertor last year but I don't think that's causing your problem. I'm sure you're in limp mode because of the cam position sensor
