Default Fuel starved when gas level low 2003 5 speed gas 2.0

Hi all:

New to the site, and new first time Jetta owner, got 4 months ago.
Problem, loss of power (no acceleration but engine does not stall completely) when fuel level is at 2-3 gallons. Happens always when fuel level is this low, but I don't let level get this low very often. Searched site and haven't found anything. Thought fuel filter but since only happens when level low am thinking fuel line not able to pull from tank when level is low or some sludge/dirt blocking line. Am going to look at shortly. Someone told me there is an access port to tank in trunk, haven't even looked at that yet. Searched site for basic how-to on fuel filter replacement, if needed, and the access port location but can't find any info. Appreciate any thoughts on specific problem and where to find some detailed how-to info.
