Unhappy 07 Jetta/ Crazy RPM's

I have a 2007 VW Jetta 2.5 about 135,000 miles on it. I was having issues with the RPM's bouncing from 2000 and then dropping down to almost nothing to the point that the car would almost die, then it jumps up again. This is while the car is in idle..in gear or in neutral (it's a manual). Sometimes it stays at the 2000 and doesn't drop so hard. So it is not consistent at all. I took it in to the mechanic and they replaced the MAF sensor, the PCV, the vacuum pump, checked the throttle body, checked everything to do with the fuel system, and the car is still not running correctly. The RPM's are now staying stuck at 2000 rpm's and not dropping at all. They checked for vacuum leaks, wiring, for mice (it's an issue here) and no luck. I am hoping someone has another suggestion or idea. They have had my car for over a month and my bill is not getting any prettier. I really don't want to get rid of her but at this point we are spinning our wheels...no pun intended. Suggestions please!?!?!
